Terms & Definitions

ADMINISTRATIVE FEES – Service fee assessed to cover the cost of posting and disbursing payments, formerly known as Poundage.

ARREARS – Past due, unpaid balances owed by the Obligor.

CCC – Customer Call Center

CSB – Children Services Board

CSEA – Child Support Enforcement Agency

CALCULATION – To compute the actual balance of your Support Order. This is done by determining what should have been paid per all Child Support Orders, and then comparing that with what actually was paid by the Obligor according to the records of the CSEA.

CARETAKER – A person other than the biological parents who has assumed physical/legal custody of the child(ren).

CURRENT CHILD SUPPORT – The amount of money ordered by the court or administrative process, which is owed by the Obligor for the support of the child(ren). This is a monthly obligation.

CUSTODY ORDER – A court issued legally binding document that establishes with whom the child(ren) shall reside.

DEFAULT – When a child support obligation has fallen behind in the payment schedule equal to one month’s current support obligation.

DICTATION – Case notes.

EMANCIPATION – Termination of the current Support Order, usually due to the child reaching age of majority (18 years old) and graduating from high school, whichever is later, but not to exceed age19.

NON-RESIDENTIAL PARENT – See OBLIGOR.

OBLIGEE – Any person to whom child support is owed. Also known as PAYEE,

OBLIGOR – Any person ordered to pay child support. Also known as Payor, Non-Residential Parent, Non-Custodial Parent or Absent Parent.

OCSPC – Ohio Child Support Payment Central

ODJFS – Ohio Department of Job & Family Services.

ORDER/SUPPORT ORDER – A document specifying any support obligations, including medical coverage. Also known as Journal Entry or Judgement Entry.

PATERNITY – Legal determination of fatherhood. May be done through genetic testing, voluntary acknowledgement, or through the courts. Paternity must be established before child or medical support can be ordered.

RESIDENTIAL PARENT – Person to whom a court has issued an order placing legal custody of a minor child.

SEEKWORK – A program to assist the Obligor in finding employment.

SETS – Support Enforcement Tracking System. Every case is assigned a 10 digit case number in the State of Ohio SETS system that begins with a “7”.

TOTAL SUPPORT OBLIGATION – Total of the monthly child support obligations including payment on arrears and administrative fees.

WAGE WITHHOLDING ORDER (WWO) – A wage deduction sent by the CSEA to a possible income source of an Obligor.
